Madeira Legislative Assembly demands safeguarding of CAP and POSEI in European budget

The Legislative Assembly of the Autonomous Region of Madeira has approved Resolution no. 14/2026/M, which establishes a firm position in defense of the interests of the Outermost Regions (ORs) in the 2028-2034 Multiannual Financial Framework. The document underlines the vital importance of the Common Agricultural Policy (CAP) and the POSEI program for the economic and social sustainability of the archipelago.

The resolution, approved in a plenary session on March 18, 2026, demands that the European Commission and the Government of the Republic:

  • End the centralization of the management of CAP financial instruments, advocating for a decentralized model that guarantees regional autonomy;
  • Safeguard the budget of the POSEI program as an autonomous instrument, with updating mechanisms that account for the constraints of insularity;
  • Create a POSEI Transport and a POSEI Fisheries to compensate for permanent additional costs in these sectors;
  • Adopt a demanding position in the approval of international agreements, such as the EU-Mercosur Agreement, to protect local production, namely the banana sector.

The text reinforces that the status of OR is structural and permanent, rejecting any attempt to rank regions based on GDP or levels of development.
